Have been impressed by the thorough and open nature of the public consultation process in Hong Kong. Hope that Hong Kong

people will continue to express their views fully and

constructively.

Basic Law Drafting Committee deserve credit for the way in

which they have sought to take account of views and concerns of Hong

Kong people.

Look forward to seeing revised draft in due course. Essential

that it is able to command confidence of Hong Kong people.

HMG's views on specific issues

Do not think that it would be appropriate or helpful for me comment on points of detail. As you know there has been a close dialogue between British and Chinese governments, but you would not expect me to reveal contents of confidential discussions.

What will HMG do if draft is inconsistent with Joint Declaration?

We have made it clear that we have a duty and a right to satisfy ourselves that the Basic Law faithfully reflects provisions

of Joint Declaration. And that we shall do. Believe the Chinese

side fully understand need for the Basic Law to reassure Hong Kong people about their future.

Arrangements for formation of first SAR Government

We and the Chinese government are agreed on the two basic principles of clear expression of the change of sovereignty and a

smooth transition.

We are in discussion with the Chinese authorities about arrangements that will fully reflect these principles.
