Problem
1.
A request from the Hong Kong Observers for a meeting with Lord Glenarthur during his forthcoming visit to Hong Kong.
Recommendation
2. I recommend that Lord Glenarthur decline the request on the grounds of lack of time. I submit a draft telegram to Hong Kong.

Background
3.
The Governor has reported (Hong Kong telno 4706 of 30 December) that the Hong Kong Observers have asked for a meeting with Lord Glenarthur while he is in Hong Kong. The Observers are a group of mainly professionals and journalists who hold "liberal" views. They lobbied MPs in connection with the draft Basic Law.
