The other attitude is that: in such a complicated and confusing situation, the people of Hong Kong should not be carried away by emotion. They should keep, calm to strive to carry through the Sino-3ritish Agreement and fight for a Basic Law which can safeguard the stability and prosperity of Hong Kong. This will not only be in the interest of the
people of Hong Kong, but also favourable to the long-term future of Unina.

Although to disregard the Basic Law and draw a definite line is seemingly a very clever move, it is in fact an irresponsible act as our future is concerned. Over 90% of the people of Hong Kong are unable to quit Hong Kong. What they need are human rights, freedom and democracy, which can be safeguarded to a certain extent by the Basic Law. Why don't people strive for the best way out for Hong Kong?
Some would say that communist China does not work according to the law and therefore it will make little difference whether there are laws
or not.
However, one should admit that it is better to have a set of laws than none. on the basis of Sino-British Agreement, people can fight for a better Basic Law. The main reasons are that: (1) Even during the Cultural Revolution, communist. China had adopted a rational and practical policy towards Hon, Hong. The more unstable the internal situation is, the more China will direct its energies towards resolving its own problems and leave Hong long alone. Besides, the present situation is not as bad as that during the Cultural Revolution. (2) China has a good track record as far as international agreements and treaties are concerned. (3) China will eventually move towards democracy and freedom. Although the road is tortuous, the overall trend of historical development is progressive. When we compare the present situation of China with that in 1976, we learn that China is moving at rapid pace towards enlightenment. However, it takes time to do away with feudalism, a vestige of history. sconer or later make direct contributions, to a great or lesser extent, to the reform and opening of China, which is conducive to national prosperity and strengthening. China still needs to rely on Hong Kong to provide a gateway to other countries, to introduce into the country superstructures (such as laws, electoral system and management system) which are appropriate for its market economy and to draw on the experience of Hong Kong in advanced management skills in capitalist institutions. (4) No matter who is at the helm, he will have to continue with the policy of opening and reform, since this is the popular wish and general course of development.
