Fourthly, We do not believe that the Joint Declaration should be tampered with unless there are compelling reasons on the part of both signatories for any changes to be made which would be for the good of the future Special Administrative Region and for Hong Kong people.
In
the light of the June 4 incident, it will be imperative for those aspects of the draft Basic Law having to do with the imposition of martial law and the manner of stationing People's Liberation Army troops in Hong Kong, to be scrutinized and revised.
Lastly, Hong Kong people from now on will have to face the future realistically. Those who feel impelled to emigrate and can afford to do so will leave Hong Kong in any case. The Hong Kong Government will have ro to more rapidly expand educational services and bring in expatriare Lalent to replace those who emigrate. Hong Kong will have to continue
their economic ties with China LO enhance Hong Kong's role entrupot contre, and as
