CALL ON LORD GLENARTHUR BY TONY LLOYD MP AND CHINESE STUDENTS

1.. Tony Lloyd MP, accompanied by three Chinese students currently studying in the UK, called on Lord Glenarthur this morning. The call was shortened to 20 minutes by their late arrival. Lord Glenarthur was grateful for your support.

2. Mr Lloyd started by thanking Lord Glenarthur for his attendance at the memorial meeting on 23 June. He stressed the personal risks run by activist students in the UK, including those accompanying him.

With occasional inputs from the students, Mr

Lloyd explained that he wished to discuss three main questions (of which, due to time pressures, only the first was discussed in any detail):

(a)

UK/Chinese relations. Lord Glenarthur described current relations as "cool, to say the least". He explained the steps we had taken to bring our concerns home to the Chinese leadership, and the action just taken by the EC. The possibility of further action would be kept under review, but we would not be taking the counter-productive steps of withdrawing our Embassy or of moving to a policy of sanctions. We did not wish to harm the people of China or drive the country into isolation. Mr Lloyd asked how we intended to treat China in international affairs. Lord Glenarthur explained the position at the

UN.
