Dear Chairman Deng Xiaoping
On behalf of the 750,000 members of this trade union, all of whom work in the British public services, I wish to express our outrage at the deliberate killing of thousands of civilians by the People's Liberation Army on and since Monday, 4 June 1989. We are appalled by your government's decision to use the army in this way against residents and others involved in peaceful protest, and call for an immediate end to this senseless killing.
We urge your government to issue instructions to all troops and security forces not to resort to the use of lethal force, and further to instruct all those empowered to carry out arrests or interrogate detainees to treat them humanely and not to subject them to torture or ill treatment.
