INVITATION TO THE PRIME MINISTER TO ATTEND A MEMORIAL

MEETING FOR CHINESE STUDENTS

Problem

1.

Should the Prime Minister accept an invitation to attend a

memorial service organised by Chinese and Hong Kong students in the UK for the students who died in the recent military suppression of demonstrations in Peking.

Recommendation

2. I recommend that the Prime Minister should not accept this invitation, but that HMG should be represented at Ministerial

level, possibly by Lord Glenarthur. I submit a draft letter to

PS/No 10.

Background

A 3. The Prime Minister has been invited to address a memorial

service for those killed in the suppression of demonstrations in Peking on 3/4 June. The service is now to be held on the evening of Friday 23 June. We understand that the Secretary of State and
