Xiannian says ideological confusion is one of causes of current unrest: "the correct policy put forth by Comrade Deng Xiaoping of upholding the four basic principles and opposing bourgeois liberalisation has not been implemented well, resulting in a certain degree of ideological confusion. He blames "a few individuals within the leading strata" of the CCP as an important cause of the current situation. He goes on to say "no punishment will be meted out to students for some of their radical remarks and radical deeds" but it was necessary to distinguish between the students and "the handful of people who incited the turmoil."
Wan Li statement issued in Shanghai saying that the "patriotism of the vast number of students who earnestly hope that democracy can be enhanced and corruption can be wiped out is admirable" however, "an extremely, extremely small number of people" were "plotting a political conspiracy and are deliberately using the student strike turmoil." Expresses full agreement with Li Peng's views.
