The Governor has recommended, and the Secretary of State has

agreed, that we should suggest to the Prime Minister that she might make a suitable statement on China/Hong Kong during Question Time

tomorrow.

2.

The Secretary of State has approved a possible text.

It has unfortunately not proved possible for Sir P Cradock to

clear the proposal informally with the Prime Minister, as we had

hoped. He has suggested that we pursue the matter on the Private Secretary net. I submit a draft letter for this purpose.
