Cutting Off Aid
President Bush made no reference to this
possibility. Much of our cooperation with China in this area is in people-to-people exchanges,
such as scholarships. I believe it would be premature to suspend such activity.
But we shall
need to keep matters under review. Language along these lines is included in the
supplementaries.
3. I think that the Secretary of State's statement
should also include something about the Ambassador's
advice to British citizens in China. I suggest:
The Ambassador has today advised all British citizens to leave China as and when they can. Similar advice
is being given to Hong Kong people.
Our advice is
that intending travellers should refrain from visiting China at the present time.
