it was particularly useful that Mr David Howell was present. From his position as Chairman of the Foreign Affairs Committee, he was able to speak with authority.
As you know, he will take over from Lord Jenkins as British Chairman of the 2000 Group next spring. By common accord, the experiment (which is what the symposium was) was pronounced a success. Mr Dobbs Higginson said he was ready to do the same thing again in a year or so's time if that was the general wish. certainly think it would be useful for the FCO to be represented if a second meeting takes place.
