THE PRIME MINISTER'S VISIT TO JAPAN: CALL FOR BRIEFS

The Prime Minister will visit Japan from 19-22 September. I attach an outline programme. The visit will include attendance at the 4th International Democratic Union (IDU) Conference on 22 September. The main elements of the bilateral programme will be formal talks with the Japanese Prime Minister, Mr Kaifu, to last 90 minutes on the afternoon of 20 September, and talks with Foreign Minister, Mr Nakayama, earlier in the day, to last 30 minutes. The Prime Minister will also have time to raise matters more informally over dinner hosted by Mr Kaifu that evening. Other items in the programme include lunch with the Emperor of Japan, export promotion events, and a speech to Japan's economic organisations.

The broad objectives of the visit are to underline our commitment to a close relationship with Japan as a growing international power, to maintain the momentum of political exchanges we have developed over the last two years on regional and international issues and to encourage the Japanese to see the UK as their main partner in Europe. More narrow objectives are to win Japanese support on major UK concerns such as Hong Kong, to promote our bilateral economic interests with Japan and to raise economic matters of wider international concern, in particular the need for Japan to press ahead with structural economic reforms.

3. Briefing will take the form of a Private Secretary letter setting out UK and Japanese objectives and then dealing, concisely, with individual topics. Departments may wish to contribute to the objectives. Otherwise contributions on individual topics should provide a line to take, combined with essential background in a form which can be directly incorporated in to the Private Secretary letter Departments should aim for no more than three paragraphs per topic, and less if possible. I attach, as an example, an extract from a recent brief for the Prime Minister on Zimbabwe. If further background is really necessary it can be annexed. This should also be very concise, ie no more than two sides of paper on each topic.
