6. Whilst these proposals unambiguously atttribute responsi- bility (although the reference to "existing arrangements" is not

clear, and the assessment of those "who cannot legitimately pay more" would be a subjective and possibly contentious decision) their adoption would mean some shift of financial responsibility from FCO to ODA, and also leaves open the question of adminis- trative responsibility.

7. An alternative allocation of responsibility, based on the

list in paragraph 4(iv) above, might be

To avoid any misunderstanding, it is emphasised that this

proposed breakdown of responsibilities relates solely to budgetary-

aided territories: Governors' posts in non-budgetary aided

territories (whether or not they receive development aid), if

not met by the territory itself, have always been, and will the responsibility of the FCO.
