ADMINISTRATION OF GOVERNORS' POSTS

/ 1.

I attach a copy of notes sent to Mr Fearn by the Governor of the Cayman Islands on the nature of the DT Governor's job / and the qualities required of a Governor. I also attach minutes from Mr Fearn and Mr Pearce (POD), commenting on Mr Scott's views.

2. I shall be inviting comments from Mr Wallace, the FCO's Adviser on Dependent Territories, when he returns from St Helena next week. I shall also try to sound out the views of former Governors of DTs for which WIAD is responsible.

3. I should be grateful too for the reactions of HKD, FID and SED to Mr Scott's papers. You may wish to show them to former Governors of the DTs for which your Departments are responsible. I appreciate that Hong Kong and Gibraltar are in many ways special cases among the DTS but much of what Mr Scott has to say may still apply there too.

4. As a result of this exercise, we hope to produce a self-contained memorandum on the role of the Governor and the qualities necessary for the holders of governorships.
