Bermuda should no longer be actively pursued and could involve considerable risks, given the potential for instability of small states. The 1987 review therefore concluded, after examining the various options, that we should adopt a policy of firm stewardship of the dependencies, on the assumption that they will remain a British responsibility for the foreseeable future.
