16. The following recommendations are designed to improve the ability of the UK Government to discharge its responsibilities in

this field.

(a)

Before extending an international agreement to a Dependent Territory, adequate time should be allowed

for full and detailed consultation with the local

authorities in the Territory.

(b)

(c)

Since the Territories have limited local expertise,

the UK Government should, where necessary, provide a

detailed explanation of the implications of

extension of an agreement. In some cases meetings

may be necessary or useful.

The process of consultation should include careful

examination of

(i) the legislation necessary to ensure

compliance with the agreement;
