RIES LIAISON GROUP MEETING, 1 MARCH 1989

I attach he record, agreed with other participating Departments, of the DTLG meeting held on 1 March. length of the record illustrates that matters of substance need to be discussed in this forum, which has rapidly proved its usefulness to all concerned. I have appended a list of points for suggested follow-up. The agenda included all the items proposed by Departments. Our meeting covered the following ground:

a) updates on key policy areas (eg introduction of new assistance schemes to Caribbean DTs; survey of offshore finance sectors; environment policy; extension of territorial waters)

b) discussion of papers on 'Administration of Governors' Posts' and Resource Implications of International Treaty Obligations', and of problems which these papers have highlighted (eg revision of Governors' terms of services; payment of subscriptions by DTs to regional treaty organisations). Mr Wallace hopes to prepare for the next DTLG meeting a discussion paper on DT constitutional issues.

c) examination of specific issues requiring early action (eg contingency planning for disasters; pressure for abolition of corporal punishment in the DTs).
