3. Grade

The consensus view in the FCO is that the present gradings are generally correct ie:

Senior Grade: Hong Kong, Bermuda, Falklands (plus eventually Gibraltar)

Grade 4:

Anguilla, BVI, Caymans, Montserrat, St Helena, TCI

Some territories (eg Caymans) may be marginal cases falling between Senior Grade and Grade 4 in degrees of responsibility but ultimately grading of governorships has to be assessed in the context of their relative importance to HMG's interests, Treasury ceilings on grades and the demands made by the individual government of each territory.

We look increasingly to the sources (eg HOMCS) dry up. Governor (Bermuda), Chief Secretary (TCI), Financial Secretary (St Helena) are suitable training posts for future DS governors.
