Thank you for your letter of 18 April, enclosing a letter

from your constituent, Mr Richard Peckham.

It is certainly not the case that Her Majesty's Government is, as you suggest, actively seeking to divest

itself of our Dependent Territories. Our recent review

of policy towards the Caribbean Dependent Territories and

Bermuda concluded that for the forseeable future we

should continue to accept and effectively discharge our

obligations under the UN Charter for the good

administration and social and economic development of

these Territories. We are prepared to consider the

granting of independence in cases where it is practicable

to do so and where independence is the clearly expressed

wish of the inhabitants. However, we shall initiate no

pressure towards this end. In the case of the Falkland

Islands, for example, the Islanders have made abundantly

clear their wish to remain a Dependent Territory.
