1. In your minute of 9 February you asked for comments on the chapters of Fragments of Paradise which covered WIAD'S dependent territories.

As you know, local governments in the territories are responsible for formulating and implementing policy on environmental issues. We play no role, except in instances where we may have taken on international obligations on, for
As we have example, conservation of endangered species. little or no responsibility for environmental questions in the DTS, we are not generally informed about environmental policy by Governors, except when problems arise eg over a dispute about the environmental impacts of a proposed resort
development. We therefore are not in a position to make much comment on "our" chapters of Fragments of Empire save to say that (a) they seems out of date in some respects and (b) the authors have failed to appreciate that local governments, not HMG, formulate policy in the area.
3. Miss Abbott-Watt has already asked Govenors direct to comment on the book. They are undoubtedly better placed to do so than we are. But when we have all their replies, we should be happy to offer an "overview" for the Caribbean as a whole and for the Atlantic territories.
