Conservation in the Dependent Territories:

Fragments of Paradise

I refer to your 261/1 of 3rd February, 1988 which has been passed to me by the Hon. Chief Minister re the above.

2. I have no major comments on the text which takes a fairly traditional view of conservation.

Concerning future environmental action in Montserrat, I feel that our major projects tend to be environmentally enhancing (e.g. the upcoming CIDA Integrated Resource Development Project) but we (and our donor) do consider those issues when appraising schemes.

4. I would welcome NGO invõlvement in this area (especially if their participation is genuinely additional to existing external assistance). However, I feel that this type of work on the natural environment should be linked to similar work on the cultural and material environment (e.g. buildings, music, art, social history etc.).

5. An excellent first project would be a cultural and environmental resources inventory by the National Trust in written and audio-visual form. The completed inventory might well form an interesting part of an upgraded museum display and be of considerable visitor interest.

6. Development Unit and Tourism Department are also proposing an Upgrading and Promotion of Tourism Attractions project for inclusion in the PSIP (which may be part of our EDF 6 programme). This will include defining nature trails and producing leaflets/guides for the users of them.
