CONSERVATION IN THE DEPENDENT TERRITORIES: "FRAGMENTS OF PARADISE"

With reference to your Memorandum Ref: 261/1 dated 3rd February 1988, relative to the topic above, I submit the following observations:- (1) Some of the technical detail is either outdated or incorrect. Some useful legislation has been enacted since the report was compiled. However, these are minor points.

The Montserrat National Trust wishes to add to the major conservation concerns the threat to beaches posed by the present and future demands for beach sand, used as an aggregate in concrete for construction and rendering.
The Trust is also anxious to see the enactment of legislation for the protection of certain architectural and cultural heritage, viz. buildings, historic monuments and sites. Appropriate legislation has been prepared and has been submitted by the Trust to the Government nearly one year ago, but there has been no further action.
The recommendations could be strengthened, but it seems obvious to the Trust that a Montserrat Government is unlikely to give greater priority to conservation matters. The U.K. Government should therefore take the initiative of providing, (possibly through the establishment of a statutory body, consisting of public and private sector persons), capital funds for the specific purpose of establishing long term conservation programmes, the objectives of which will be to ensure that there is sustained development of the marine and terrestrial environment, embracing the establishment of a System of Parks and Protected Areas (The Montserrat National Park). groundwork for this is being laid by a small grant to the Trust by the World Wildlife Fund (U.K.).
