Report on visit to the Shenzhen Special Economic Zone
(10 November 1988)
Executive Summary

Since its establishment in 1980, the Shenzhen
Special Economic Zone (SSEZ) has grown very rapidly
(paragraph 2). In 1987 Shenzhen City's gross industrial
output was valued at Rmb 5.76 billion and will probably
reach Rmb 8 billion in 1988 (paragraphs 2 and 3).
Compared with the rest of the Pearl River Delta region,
the layout of the SSEZ is well designed and the zone
generally is well endowed with infrastructural facilities
and services (paragraph 5). Apparently the SSEZ is under
greater influence from the central government (paragraph
6). Nevertheless, the Shenzhen officials confirmed that
the trend was for the SSEZ to enjoy a greater degree of
antonomy in managing its economic affairs (paragraph 7).

In 1987 about 53%, or Rmb 3.1 billion, of the
gross industrial output produced by Shenzhen City was
exported (paragraph 8). There were 1,580 industrial
enterprises in the City, employing more than 200,000
workers. Electronics was the most important industry, accounting for 40% of the City's industrial production (paragraph 9). Enterprises in the SSEZ were reported to be trying to develop a greater variety of light
industries, particularly those of higher technology and/or
those that were complementary to Hong Kong's manufacturing sector (paragraph 10).
