Although conservatives such as Chen Yun and Li Xiannian

who had been grumbling about the rising crime rates and corruption supported Yao, in the belief he would tackle

these problems, Zhao had the stronger power base in the

Party. He also commanded the support of Hu Qili. It

was important to remember that Yao was two years older

than Zhao and by background, an economic rather than idealogical man. He was therefore not the right person to take over from Zhao. In addition, Li Peng had just

said in Tokyo that his 'old friend Zhao' would continue in his various positions.

STI said that he had read with interest Taiwan's offer

of the 'one country, two Governments' policy to China. PA felt that the PRC would not consider the proposal seriously since it undermined their own 'one country, two systems' policy.

Any Other Business

PA informed members that the proposal for a Joint Environmental Committee between Hong Kong and Guangdong had been accepted in principle by the Guangdong authorities. They were now looking at the details and would respond formally in due course. CS requested that a note on the Committee be prepared for the next CRC meeting.
