Results of the Survey of Exports to China for Outward Processing (Paper No. CRC 8/89)
CS commented that the Paper was extremely interesting. The figures on the textile industry were particularly worthy of note. STI agreed, saying some of the statistics should be kept confidential or else overseas trade partners could become concerned. Members noted that the figures did not show to what extent additional work was carried out in China on goods. Govt Econ (Ag) said that it was likely as China's workers became more skilled, an increasing amount of work would be done in China. C for C&E said that there were no complaints from the international community as yet since people knew Hong Kong Government tried very hard to stick to the relevant rules on country of origin.
Indirect trade between China and Taiwan via Hong Kong
(Paper No. CRC 9/89)
PA agreed with the view that in the short term Hong Kong would benefit from the trade between China and Taiwan. It would be a long time before there would be any direct trade between the two. Govt Econ (Ag) said that whilst direct trade between China and South Korea was gradually increasing, such trade between China and Taiwan depended more on the Taiwanese Government and political factors than on economic ones. SLW added that on his recent trip to Xiamen, he had seen many Taiwanese businessmen. It was only a matter of time, he felt, until these people would want to deal directly with their Chinese counterparts rather than routing their business through Hong Kong.
