MINUTES OF PREVIOUS MEETING

The minutes circulated on 22 March 1989 were confirmed subject to the amendments tabled at the meeting.

MATTERS ARISING

(a) Visits to Guangdong (para 2(a))

CS said that the purpose of the visit should be to brief the Chinese on the PADS Study in a broad brush manner. The opportunity should also be taken to obtain information on how the Chinese plans for road, rail, port and airport developments were progressing. In view of the boundary sensitivities, the delegation should not go into detail on such matters as sources of fill or locations for dumping grounds. SLW noted that if such information were not to be sought, the visit would be less useful. CS agreed but pointed out that a commitment had been made to the Chinese on the visit taking place.

CS then asked the Secretary where matters stood on the Shenzhen River realignment project. She confirmed that the project was on ice until such time as a satisfactory resolution of the boundary issue had been reached. DS(S) noted that the boundary talks were moving, but slowly. It was unlikely that the land boundary would be tackled until late in the year. D of A pointed out that the River realignment project was the only bargaining chip we had and it had proved very useful.
