(16) During his visit to Hong Kong in May this year, the
Director of the Guangdong Planning Commission said that the electricity supply in Guangdong could then only satisfy 80% of its total demand. (Normally a reserve capacity of 30 to 40% in excess of maximum demand is considered essential to guarantee reliable supply.)

(18) As Guangdong's industries are mainly concentrated in processing, it has to rely on other provinces and on imports for about 70% of its supply of industrial raw materials. Also in view of the chronic shortage of electricity in Guangdong at present and the unreliability of hydro-electric power, Guangdong now depends critically on other provinces for coal to fuel its thermal power stations.
