When CRC INF 4/88 (CEC 3/88) "Report on a visit to Guangdong by a Hong Kong Government delegation led by Director of Industry (10-17 December 1987)" was discussed at the CRC meeting in April, the Political Adviser asked for a paper which looked at economic development in Guangdong and its implications for Hong Kong. has been prepared in response to PA's request draws on information from published sources and obtained from discussion with government officials in Guangdong or from observations made during the various visits undertaken by officers of the Economic Analysis Division and Industry Department to Guangdong in the past three
years.

In 1986, Guangdong had a population of
63.5 million and a contribution to the national income
estimated at Rmb 56.5 billion (US$16.4 billion). While
Guangdong's economy was less than half the size of Hong
