Guangdong's spatial development strategy
7.
(a) Concentration versus dispersal
Industrial development in the Pearl River Delta region is widely dispersed and there is apparently no
Such a spatial development systematic land use zoning.
concept is probably followed because of the policy of providing industrial employment for surplus agricultural labour in rural areas (paragraph 21) and avoiding haphazard shift of population to the cities
(paragraph 22). A dispersed pattern of industrial development is not normally economically efficient because infrastructural services and facilities, which are already far from adequate in Guangdong, are stretched thinly, preventing the enjoyment of possible scale economies (paragraph 24).
8.
(b) Spatial relation of Guangdong to Hong Kong
The concepts of a "metropolitan-fringe relationship" and a "port-hinterland relationship" can be used to describe economic relations between Hong Kong and Guangdong. In respect of manufacturing activities, Guangdong performs a supportive role through outward processing and compensation trade arrangements.
9.
The availability of additional productive capacity in Guangdong enables Hong Kong to concentrate on those products or processes which involve a higher level of skill and which require the workforce to be more sophisticated and better trained. Apart from manufacturing, the transport links in Guangdong provide feeder services by which foodstuffs and other consumer goods are brought in to meet Hong Kong's everyday needs.
