In view of the apparent drawing back from the economic strategy Zhao Ziyang espoused, there has been speculation that

he has lost support and power. There is no doubt that he has let go of day day economic affairs. Analysts differ as to whether he has chosen or been forced to do so. It is possible

that he has made a tactical retreat, leaving Li Peng to handle

the different economic problems while he concentrates on other

matters.

Zhao's reform policy is one of the important factors

in maintaining confidence in Hong Kong. If, as is unlikely,

Zhao were to fall or his policies to be abandoned, there could

be serious economic and political implications for Hong Kong.

Since however the Chinese leaders have voted for a slow down

rather than a reversal on economic reform, it appears that Hong Kong may continue to go quietly and efficiently about its

business with China.
