Mr Yang told the team that exports of some important commodities required approvals from the central ministries and provincial authorities. The

officer-in-charge of the Industrial Exhibition Hall told the team that export quotas for textiles and garment products were allocated among both local and foreign enterprises by the Industry Office.

Investment environment and the role played by foreign investors

The Shenzhen officials claimed that power supply in the SSEZ was sufficient and the factories there had only to stop work for two days every week. The way that they presented this piece of information suggested that the SSEZ was well covered in this respect by Chinese standards. But the shortage is probably more serious than

the situation described by the Shenzhen officials (7)

According to Mr Liu of the Lands and Development Department, the land and property prices in the SSEZ were only 7% to 10% and 25% respectively of those in Hong

About 70% of Shenzhen's exports to Hong Kong in that year consisted of re-exports to other countries through Hong Kong.

The leader of the Shenzhen delegation mentioned in footnote (4) above was called back to attend an

urgent meeting on the problem of power shortage during his visit in Hong Kong.
