The Chinese Ministry of Foreign Affairs have proposed to
Sir Alan Donald, HM Ambassador at Peking, that
President Yang Shang-kun should to pay a State Visit to
the United Kingdom in 1990 as part of a European tour.
You will recall that The Queen and Prince Philip paid a
State Visit to China in 1986, during which Her Majesty
extended an invitation to the President to make a return
visit to the United Kingdom. As you will be aware, since
the last meeting of the Royal Visits Committee, our
forward planning has assumed an Inward State Visit by the
President of the People's Republic of China in 1991. The
Chinese are, however, keen that the visit should take
place in 1990 in order to maintain the momentum of high
level visits between our two countries.

A State Visit by the Chinese President in 1990 would be
well timed. By 1990 it will be four years since the last
high level visit from China, that of former Party General
