12. The proposed State Visit would have implications for

the pattern of other high level visits. Although the

proposal for a visit by Prime Minister Li Peng this autumn

now seems to have been dropped by the Chinese, we wil

probably need to accommodate a visit by him at some point.

1990 would not be convenient if President Yang comes here

then and it is in any case unlikely that Li will pay an

early second visit to Europe. But 1991 might be a

possibility.

Alternatively we could consider, in slower

time, whether the Prime Minister might be encouraged to
