HIGH LEVEL VISITS TO AND FROM CHINA

Problem

1. What should be the pattern of high level visits to and

from China over the next two years?

Recommendation

2. I recommend that:-

(a) We accept the Chinese proposal that the President of

the People's Republic of China might pay a State Visit to

the UK in 1990.

(b) The Secretary of State should consider visiting Peking

if he goes to Tokyo in early 1990 for the next round of

Anglo/Japanese Foreign Ministerial discussions.

(c) The Prime Minister might be invited to consider

visiting China in 1991.
