5. Whatever decision Ministers take on this, I think that we clearly need a rather different draft letter to Sir Robin Butler from the one enclosed with Mr Millington's submission. My own view remains that President Yang's age probably still counts against an early State Visit, though I recognise that the Chinese approach on the subject puts one in a somewhat different ball game. My current feeling is that, if China's sensitivities can be met, our schedule for the next two years should probably be the Presidents of India and Italy for 1990; and the Sultan of Brunei and the Emir of Kuwait for 1991.
