HIGH LEVEL VISITS TO AND FROM CHINA

1. I attach a submission from Mr Millington of FED, which recommends that we should accept an approach from the Chinese for a State Visit in 1990.

I held up these papers while the Department checked the position on the State Visit forward programme which was reached following the last meeting of the Royal Visits Committee (in December last year). In addition, I asked for reassurance that President Yang's age did not (as the RVC had been inclined to conclude) mean that we should postpone a Chinese State Visit until a younger successor was in office. The papers giving the answers to my questions are at flag G below.

3. I conclude that the Department's recommendation is right; and I am content with the revised draft letter (attached below the submission) which it is recommended that I should send to Sir Robin Butler and the other members of the RVC. Although the draft as submitted did not refer to the proposal for a State Visit by the Emir of Kuwait, I have added a reference to this, since my recollection is that the Prime Minister was said to attach some importance to it.
