On the recommendation of Mr Dick Wilson, I gave lunch on 12 April to Mr Dong Ming, a research student at the London School of Economics who is doing a thesis on Chinese foreign
policy and the Hong Kong question since 1949. Mr Dong, who is a native of Hunan, studied history at University in that province, taught history and international relations for a period and then went to London in 1986. He is currently
president of the Chinese students union in the UK and has close
contacts with the Chinese Embassy there (Madam Zhang You Yun).

Mr Dong is in HK to see a number of people in
connection with his project, including NCNA and the Chinese JLG
Team. He is still sorting out how to put the immense amount of material he has into proper order. He expects to divide his
studies into three sections: 1949-1982; 1982-1984; and 1984
onwards.

We had a general discussion about the negotiations and
about the development of Chinese foreign policy. Mr Dong Ming
sees the development of a more active role for China in foreign
affairs over the last 10 years as paralleling the evolution of a HK policy, although he does not consider the basic "one country two systems" idea took shape until after Governor
MacLehose's visit to Peking in 1979. Even after that he
believes that the concept developed only slowly in Chinese
minds.

Mr Dong said that his initial discussions with the
Chinese JLG team had shown them to be in good heart. Ambassador Ke was a good and approachable boss and morale and relationships between senior and junior ranks were good.
