20. The Chinese side will also include top officials from provinces and from special economic zones.

21. The Chinese side will prepare documents outlining the present arrangements for foreign investment in China and the improvements which are now being made, (by 31 March 1989.)

22. They will also specify the priority sectors where the potential for investment is greatest and indicate some companies/investors of special interest, (by 31 Dec 88.) This will be helpful in choosing the international participants.

Once again, the preparations will take full account of work in progress on this topic in the Chinese administration and in international organisations such as UNDP, the World Bank, the IFC, the OECD and the UN Centre on Transnational Corporations etc.

Sound technical preparation is essential. But the purpose of the meeting is to make practical proposals to the Chinese leaders at their request for improvements which could lead to increased flows of investment into China.

25. The costs of preparing this meeting on the international side, including substantive papers, consultant fees and travel, administrative and secretarial services are estimated at $50.000.
