Programme for 1989.

December 18, 1988

1. Following the success of the private meeting held in Beijing in May/June 1988, the Chinese Authorities have decided to convene two more specific meetings in 1989:

A small, private high-level meeting on the subject "Reform of the Financial and Banking System in China".

I.

A similar meeting on the subject "Increasing the flow of Foreign Investment into China".

II.

(It is also agreed that a second high-level meeting similar to the meeting on China and the World in the Nineties but more narrowly focussed, will take place in Spring 1990.)

2. The meetings will be aimed at making specific proposals directly to the top leaders of China. In the preparations, the current work of the responsible Chinese Ministries, Banks and State Commissions, and of the World Bank, the UNDP etc., will be taken into account.

3. The Chinese side will provide brief preparatory papers on present arrangements and problems and will identify the priority issues for discussion.

4. It is planned that there will be about 12 international participants in each case, including several from developing countries with experience relevant to the Chinese situation.

There will be 15 senior Chinese participants from the responsible Ministries and organisations: the State Planning Commission, the Economic Restructuring Commission, the People's Bank, the Bank of China, the Ministries of Finance, of Foreign Trade etc. It is planned that the international guests will again have the opportunity of meeting the supreme leaders of China for discussion.

6. The Chinese Government will issue formal invitations. As before, Mr Lees will identify and brief the international participants - in collaboration with and on behalf of the Chinese side - - and will act as coordinator of the international preparations.
