The paragraph on Hong Kong (para 7) is perhaps a little upbeat, but it does no harm, against a background of negative reporting in the UK press, to recall the many Ministerial and other exchanges on the first SAR Government and the Basic Law, and the degree of success they attained. We shall need to find ways to bring this home to the FAC.
