Annual Review for China 1988
The Secretary of State has seen your minute of 10 February and the other comments on Sir Alan Donald's despatch. He is struck by the lamentable performance of British industry in China. He thinks that this would fit into the theme of his Birmingham CBI speech on

3 March (Mr Butt please note) failure to take up ATP facilities etc. Similar shortcomings are evident in other markets. The Secretary of State nevertheless notes your observation that there are some encouraging signs; that too might be worked into the speech.
The Secretary of State was also struck by the reference in Sir Alan Donald's paragraph 11 to our attitude on visas.
I think that the Secretary of State will wish to discuss both these points with Sir Alan Donald on 9 March.
