1. I visited Macau for the first time in this job at the end of September. is not a territory on which you would normally wish to receive reporting. there may now be some interest in Macau, how she moves towards 1999 and how this compares with Hong Kong's route. The current landmarks of the journey post 4 June confidence, nationality, localisation of administration, constitutional amendments, BLCC, JLG, new airport, refugees and illegal immigrants look familiar enough.

2. The landscape itself, however, is very different. The Governor is appointed by the President, and his Under Secretaries by the President or the Governor. If the President loses his job so do they all. The top level of administration is Portugese, temporary and not part of the Legislative Assembly. The middle levels of the administration are predominantly Macanese (descendants of Portugese immigrants, often ethnically mestizo). Almost all business is Chinese. This 3 layered structure has long been in place and unchallenged.
The Need for Change
3. The status quo is now complicated by the certainty of 1999 and the uncertainty of what could and should be the Portugese legacy. Portugese JLG negotiations, the Chinese BLCC discussions and some independent thought by new directly elected members of the Legislative Assembly have upped the level of debate in Macau. Above all, though, the mood for change seems to come from the Portugese themselves.

The Chief of Cabinet (Dr Maria do Carmo Ramao Sacadura dos Santos she succeeded her husband in this job) told me that the Governor would return to Lisbon in late October/November to seek Presidential and Parliamentary approval
