1. I enclose a record of the most significant aspects of the Ambassador's introductory call on Pinheiro on 8 September. The discussion on Southern Africa seems to have been particularly interesting, and we are intrigued by Pinheiro's comment that Portugal has tried to help South Africa through Macau. We shall try to discover what this means and in the meantime would be grateful for any light you can shed on Pinheiro's suggestion that the UK has been similarly helping South Africa through Hong Kong.
