In your minute of 10 October to Mr Paul, you asked for notes on, among other things, how the Joint Declaration on Hong Kong compared

with that on Macau.

2. Just after the signature of the Joint Declaration on Macau, Hong

Kong Department produced a detailed comparison. I attach a copy,

plus the covering submission from Mr Hum of 1 May 1987.

You may also find it useful to recall Portuguese action

following the June events in Peking. The next Sino-Portuguese JLG

meeting had been scheduled for 31 July in Macau. After conflicting reports of postponement, and apparant indecision at a high level in

the Portuguese Government, the JLG not only went ahead on the

scheduled dates (albeit in Lisbon, not Macau) but was proceeded by

"informal talks" in Lisbon on 17-18 July. The Portuguese thought

the JLG meeting had been positive and pragmatic and that their

decision to get back to direct contact with the Chinese had borne

fruit.

The Chinese have since used praise for the Portuguese attitude as an implicit rebuke to us about our handling of contacts over Hong

Kong. For example, the outgoing Portuguese Ambassador in Peking was given an unusually high-level farewell in August; and during a
