Tii) Born abroad to a Portuguese father or mother and provided they declare they wish to be Portuguese, or register their birth with the Portuguese Civil Registry.
(iii) Born in Portuguese territory (ie not including Macao, which is now a Chinese territory under Portuguese administration) to alien parents who have habitually resided there for at least six years and who are not in the service of their country, provided they declare that they wish to be Portuguese.
(iv) Born in Portuguese territory (again not including Macao) and have no other nationality.
4. The Portuguese Government may also grant Portuguese nationality to individuals who have resided for six years in Portugal or Portuguese administered territory, provided they are of good moral character; are economically independent; and can speak good Portuguese. (The residence and language qualifications may be waived in the case of individuals of Portuguese descent, or those who have rendered important services to the Portuguese State). The President of Portugal recently told the Governor of Hong Kong that new passports would be issued sparingly in future on a "case by case" basis.
5. The Portuguese Nationality Act 1981 confirms that the children of Portuguese Citizens born in Macao can continue to acquire that nationality but the same Act ended the automatic acquisition of nationality by children born to non-Portuguese in Macao. Right of abode in Portugal has always been granted to Portuguese passport holders in Macao whatever their racial origin. They also intend to continue giving full Portuguese passports to residents of Macao whom the authorities consider eligible for them even after 1999.
