I refer to your letter of 22 May to Chris Wood. You should by now have received a copy of our report of the

Chan's group which the report of the visit by John Chan's shall also copy to you and HKD. In the meantime, the only new information arising from that visit with regards to personality notes relates to Mr Qian Lijun () who acted as escort for the Group (as he did for Donald Liao's group as well).

Qian is a Deputy Division Chief in the HKMO of the State Council.

was a philosophy graduate from a university in Guangdong. He worked for two years as

a law clerk in the Supreme People's Court before joining the HKMO. He was generally helpful and frank in answering the group's questions.
