POINTS TO MAKE

Hong Kong's separate status as GATT Contracting Party (CP) was agreed in GATT in 1986.

2. In Working Party discussions in GATT the definition of the territorial extent of China (for the purpose of ensuring common rules on trade inside China) has become an issue. Must make sure that any definition does not adversely affect Hong Kong's separate status in GATT.

Better not to have any reference to Hong Kong in the

territorial definition of China.

Useful to consult on this issue because may well be

parallels between situations of Hong Kong and Macao.

Grateful to know what if any plans there are for Macao to

become a full GATT CP.

Important that UK and Portugal should not prejudice each other's positions. Therefore need to keep closely together.
