Supervision Ministry's handling of corruption cases Supervision departments in China "received" 65,000 cases during the first half of 1989. Some 15,000 cases have been dealt with and 5,500 people have been "punished according to administrative regulations" while another 922 people have been "sentenced to criminal penalty". About 40% of the cases involved corruption, taking bribes, extortion and profiteering. The Ministry of Supervision is now concentrating on investigating cases concerning public servants, “including ranking officials at ministerial and provincial level". Since last year 16 special groups have been sent across the nation to look into official profiteering cases. Over 2,100 such cases have been investigated, about 400 of which have been dealt with and the judicial organs have imposed criminal penalties on 125 persons, including 65 officials at county level. arrested Fourteen trade and financial Shanghai were "arrested or taken in for questioning" concerning embezzlement and bribery in 14 separate cases in the first half of 1989. Of the 14 officials of the Shanghai municipal departments of foreign economic relations and trade, seven involved more than 10,000 yuan each, a local police official said today. Lu Bingkang, a cashier in the Bank of China's Shanghai branch, illegally overdrew 37,400 yuan with a Great Wall credit card and "counter-feited 10,000 US dollars". Canton Military Region deals with "economic criminal" cases This year the discipline inspection committee, military procuratorate, military court and auditing department of the Canton Military Region dealt with "some economic criminal cases", confirming 26 cases of embezzlement, bribery and speculation, with 13 people convicted and 23 penalised by party and administrative disciplinary measures; more than 300,000 yuan of illicit money was retrieved. Those punished included the chief of a catering office, the head of the guesthouse of the Guangxi military district, the cashier of a Guangdong Military Region guesthouse, a deputy staff officer at the battalion level of the logistics department of the Hunan military district, all were expelled from the party. Hainan "collective corruption" cases A number of corrupt officials have been arrested in Hainan. At a conference on clean government on 22nd July, Dong Fanguo, secretary of the discipline inspection commission of the Hainan provincial CCP committee, announced two major economic criminal cases involving leading cadres. One was the collective case at Yinggehai saltworks, involving embezzlement and bribe- taking. The other was the case of Ninghan corporation reselling an import permit at a profit. Jilin leading cadres disciplined for corruption 27th July the Jilin provincial CCP committee and provincial government at a meeting of cadres under the direct jurisdiction of the provincial government announced decisions on a number of leading cadres who had violated the law and discipline. The 11 cases "openly dealt with” involved 14 people including a vice-governor, a department director, three deputy department directors and nine section chiefs. Of the 14 cadres including Wang Hongmu, former president of the provincial higher people's court, Li Sen, director of the provincial department of water resources and Wang Yongqing, deputy director of the provincial economic relations and trade commission some resorted to bribery and embezzled public money and property, some disregarded state policy stipulation and disobeyed orders and defied prohibitions, some bought private houses with public money and some did business to seek gain in violation of state policies. Sichuan cadre investigated for position" Lu Senling, director of the Sichuan provincial personnel bureau personnel bureau, has been suspended from duty to be investigated by the provincial CCP committee and the provincial government for "abusing position and powers for personnal gain". Sichuan mayor disciplined over illegal purchase of cars Several senior officials in the city of Deyang including the mayor and head of the city's public security bureau are being investigated for purchasing 261 registered cars in 1988; making up more than 50% of the total number of cars registered in the same period. The provincial department of supervision carried out an investigation of this case last October immediately after receiving letters of accusation from the masses. Now the main problems of this case have been made clear. The supervision department confiscated 83 saloon cars and imposed fines on another 148 that were illegally purchased by the city.
