Chinese family planning delegation in Bangladesh A five-member Chinese family planning delegation arrived in Dhaka on 5th March on an eight-day visit to Bangladesh. delegation in Bangladesh A five member telecommunications delegation from Vietnam called on Prime Minister Moudud Ahmed in Dhaka on 27th February. They discussed particularly the export of digital PABX and other telecommunications equipment from Bangladesh to Vietnam. Moudud Ahmed assured the Vietnamese delegation of all possible help for the future expansion and promotion of bilateral trade and economic relations between the two countries. Maj-Gen Choe Ui-ung, senior member of our side to the Military Armistice Commission [MAC], today [5th March] sent a telephone message to his US counterpart, denouncing the US side for staging in real earnest the Team Spirit 89 joint military manoeuvres for aggression and nuclear attack with the mobilisation of huge armed forces over 200,000 strong and up to date military equipment.
At the 445th closed meeting of the MAC held on 17th January and the ensuing closed secretaries' meetings, our side repeatedly proposed to the US side to discuss the issue of halting such large-scale military exercises as the Team Spirit as an urgent item, the message recalls, adding: Your side, however, started the Team Spirit 89 joint military manoeuvres and announced them, far from responding to our peace overtures and efforts.
This is a vicious challenge to the earnest desire and sincere efforts of the entire Korean people and the world peace-loving people for detente, peace and reunification. The Team Spirit joint military manoeuvres can never be justified either in view of the requirement of the armistice agreement and the spirit of the closed meetings between our two sides or in view of the North-South dialogue and the international trend towards detente.
Especially, your side cannot escape the responsibility for creating obstacles to North-South dialogue. The Team Spirit joint military manoeuvres staged by your side are an out-and- out aggressive, criminal preliminary war and test nuclear war for a forestalling attack on the northern half of Korea in view of the scale, content and military equipment involved. The "prior notification" and "invitation for observation" of your side are nothing but a deceptive trick to conceal the provocative and criminal nature of the manoeuvres.
Our side sternly denounces your side for staging large-scale military exercises by introducing huge aggression forces into

South Korea in wanton violation of the preamble and paragraphs 13C and D of the armistice agreement, and strongly urges your side once again to immediately stop them.

South Korean writers propose talks with North counterparts (Text) The national conference of literature writers proposed to the Central Committee of the North Korean Writers Union to hold the preliminary talks for the North-South writers talks at Panmunjom or in Japan within this month. This morning [4th March] the national conference of literature writers announced a public letter addressed to the Central Committee of the North Korean Writers Union and proposed to hold preliminary talks for the North-South writers talks at Panmunjom or in Japan or at some other convenient location sometime around this coming 27th March. The national conference of literature writers had made a proposal to the North Korean Writers Union to hold North-South writers talks last July and received a positive reply from the Central Committee of the North Korean Writers Union on 17th February.
The national conference of literature writers revealed that it formed a preliminary committee composed of 13 members headed by the poet Ko Un as committee chief and revealed that four or five members would participate in the preliminary talks. The national conference of literature writers proposed to discuss the day, place, number of participants and agenda in these preliminary talks. Ko Un, chief member of the preparatory committee for the North-South writers talks said that it is desirable to hold main talks alternatively in Seoul and Pyongyang during this coming June. He revealed that he would deliver this public letter containing the proposal to the Central Committee of the North Korean Writers Union through the unification board. Approval of inter-Korean deferred (Excerpts) The National Assembly deferred action [on] Friday [3rd March] on a bill promoting inter- Korean exchanges and co-operation... The bill, sponsored by the government, is aimed at promoting inter-Korean visits, trade and co-operative projects and providing telecommunications services necessary for the exchanges. The government wants the bill passed because of signs of active Seoul-Pyongyang exchanges, especially in economic fields. But North Korea, dousing hopes for inter-Korean co-operations and exchange, has suspended talks to set up a full-dress parliamentary session of both Koreas...
The bill would empower the government to set up a committee for promoting exchanges and co-operation and to review and co-ordinate policies on exchanges. Opposition parties oppose the bill, claiming it is unreasonable to legislate a special law before the government abolishes or revises the National Security Law and the Passport Law, both of which outlaw exchanges with Pyongyang.
