Lord Glenarthur has considered Mr Millington's despatch of 15 February, together with Mr McLaren's comments and a revised draft reply to Lord Ennals. Lord Glenarthur is grateful to Mr McLaren for bearing in mind the need for him to comment on this difficult issue.

Lord Glenarthur welcomes this move to take one step forward in our attitude towards Tibet, and supports fully the safeguarding action proposed in paragraph 11 of

Mr Millington's minute. He thinks that the letter, with one further amendment, should issue.

3.

Lord Glenarthur trusts that we can come up with something imaginative to fulfil the commitment in the draft letter to "do what we can to encourage the Chinese Government to open a genuine dialogue". This might be something which we could take up when Zhou Nan visits London at the end of March.
